REGIONAL HEALTH SERVICE OFFICE: NATIONAL CAPITAL REGION

 

 

FUNCTIONS:

 

  1. Provide primary Health Care to all personnel assigned in regional offices.
  2. Provides Outpatient and Domiciliary Care.
  3. Conducts annual Physical Examination of PNP personnel in regional offices.
  4. Conduct screening procedures to all would be PNP applicants in regional level.
  5. Conducts medical and dental mission activities.
  6. Performs other functions as the Regional Director and Director, HS may direct.

 

FUNCTIONS OF DIFFERENT SECTIONS OF RHS-NCRPO

 

  • Administrative and Personnel Affairs Division

 

  1. Responsible for the effective management and administration of the HS personnel assigned within National Capital Region;
  2. Responsible for the morale and welfare of HS personnel within NCRPO;
  3. In charge of the accounting of HS personnel assigned within NCRPO and consolidation of data to update the accounting system of Health Service personnel;
  4. Responsible for the dissemination of new policies from higher headquarters;
  5. Responsible in the preparation of administrative reports and records;
  6. Advise and assist the C, RHS in the management of personnel and their assignment to different sections;
  7. Recommend deserving personnel for citations, awards and decorations;
  8. Prepare communication for assignments, reassignments, promotion, retirements, hazardous incentive, longevity, or special pay allowances;
  9. Assist in the preparation of communications pertaining to seminars, conventions, consultant and training;
  10. Responsible for the dissemination of information, regarding schoolings and training programs involving Health Service personnel;
  11. Responsible for the safekeeping and efficient management of all RHS records;
  12. Assist in the preparation of progress charts and illustrative materials; and
  13. Perform other functions as the C, RHS may direct.

 

  • Plans, Operations and PCR Section

 

  1. Prepare and update SOPs, policies, manuals, briefing charts and training profile of personnel;
  2. Recommend plans and programs of the Regional Health Service Office;
  3. Monitor and supervise the operations of the different RHS sections;
  4. Monitor and supervise dental civic actions for civil-police operations as directed or authorize by higher headquarters;
  5. Coordinate, integrate and consolidate plans and operational programs of different sections and review, study and recommend same to the C, RHS;
  6. Responsible for planning, developing and implementing public relations strategies of the Regional Health Service Office;
  7. Supervise the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programmes of the Regional Health Service Office;
  8. Maintain and update information on the Regional Health Service Office website;
  9. Perform other official duties as the C, RHS may direct.

 

  • Budget and Supply Section

 

  1. Responsible in the formulation and implementation of policies and in planning, directing, coordinating and supervision of all matters pertaining to the administration, accounting and control of funds of the Regional Health Service Office;
  2. Prepare and recommend to the C, RHS the quarterly program of budget and activities every fiscal year;
  3. Responsible for the proper administration of funds;
  4. Prepare and submit quarterly fund requirements to the office concerned in support of RHS activities;
  5. Maintain the fiscal records necessary in the accounting and control of funds;
  6. Prepare vouchers/payrolls regarding salaries, differentials of promotion, longevity, incentive, and other allowances;
  7. Prepare report of changes for the newly appointed and promoted personnel, to include long pay and loans;
  8. Follow-up vouchers or payrolls for pay and allowances, TEV, RCA, Retirement/Death Benefits and other allowances;
  9. Responsible for the safekeeping and filing of all documents pertaining to RHS budget.
  10. Ensure that the plans, policies and procedures on procurement coming from higher authorities are coordinated, implemented and enforced;
  11. Monitors the enforcement of all procurement agreements/ contracts;
  12. Initiates, assist and monitors the procurement, distribution, control and storage of dental supplies/materials/equipment to all sections of RHS;
  13. Conducts inspection, monitor inventories and supervise issuance of medicines, dental supplies /materials/equipment of different sections;
  14. Gather, compile and maintain periodic reports on the existing dental supply/ equipment and maintain dental supply ledger card and submit monthly report of supplies and materials used for liquidation;
  15. Prepares expenditures, procurement programs and activities of the RHS;
  16. Receives deliveries, conduct inspection and inventory of all the office supplies and equipment intended for RHS;
  17. Responsible in the proper storage of all dental supplies/materials and equipment for distribution; and
  18. Performs other functions as C, RHS may direct.

 

  • NCRPO Primary Hospital

 

  1. Carry out the mission of the PNP Health Service in areas of health care services, training, research and civic action activities;
  2. To provide adequate In-Service Training for medical and paramedical personnel;
  3. Responsible for the prevention, treatment and control of medical/surgical diseases, injuries and deficiencies among PNP personnel assigned within NCR, their dependents and authorized civilians;
  4. Plans, formulates and implement the policies on hospital operations;
  5. Conducts clinical conference with medical staff on difficult cases; and
  6. To perform other duties as the C, RHS may direct.

 

  • NCRPO Dental Dispensary

 

  1. Provide dental health care to all uniformed and non-uniformed personnel assigned in the National Capital Region as well as their dependents;
  2. Conducts dental and oral examination of PNP personnel assigned within NCR;
  3. Conducts screening procedures for all NCRPO PNP applicants;
  4. Conduct dental mission activities within NCR;
  5. Performs other functions as the C, RHS may direct.

 

  • NCRPO Five District Teams

 

  1. Responsible for the prevention, treatment and control of medical/dental diseases, among PNP personnel assigned within the districts of NCR, their dependents and authorized civilians;
  2. Provide limited dental procedures such as simple tooth extraction, oral prophylaxis, and tooth restorations to all uniformed and non-uniformed personnel assigned in the district as well as to their dependents;
  3. Conducts dental and oral examination of PNP personnel assigned within the districts of NCR;
  4. Assist in the conduct of PFT within the district;
  5. Conduct/participate in medical/dental mission activities within the district;
  6. Performs other functions as the C, RHS and District Director may direct.

  2. Provide limited dental procedures such as simple tooth extraction, oral prophylaxis, and tooth restorations to all uniformed and non-uniformed personnel assigned in provincial offices as well as to their dependents;
  3. Conducts dental and oral examination of PNP personnel assigned in provincial offices;
  4. Assist in the conduct of PFT in provincial offices;
  5. Conduct/participate in medical/dental mission activities within the province;
  6. Performs other functions as the C, RHS and Provincial Director may direct.
